`formElementId`: Form öğesi kimliği - `formSubmissionId`: Form gönderimi kimliği (tesis + yıl kapsamı) - `action`: "approve", "reject" veya "revert" - `reason`: Opsiyonel açıklama **Yetki gereksinimleri**: - APPROVER, MANAGER veya OWNER rolü - İlgili tesise erişim yetkisi **Uygulanacak kayıtlar**: - Onay: Sadece COMPLETED veya REJECTED kayıtlar onaylanır - Reddet: COMPLETED veya APPROVED kayıtlar reddedilir -
